I fixed that by this way...
1.Close steam and any dayz launcher commander etc.
2.Press start button and type in search >>> services without arrows and press enter.
3.Services will open now search for ( battleye service ) in services list open its properties.
4.Set startup type ( disabled ) and apply and ok. close the services now run arma 2 or any server directly by launchers it will going to update again and your game should start now ;)
5.I tried this but i have to do that every time just repeat it if necessary set start type automatic apply and again change to disabled it will work again.

I have seen where the BattleEye process continues to run after the game that spawned the process has stopped.
It BattleEye is already running, it can't start BattleEye...
Since it does not know that it is already running it gives you an error and quits.
To fix this, simply find any running BattleEye processes and kill them manually.
To do this on Windows 10 (similar for any Windows):
1. Press Windows key and immediately start typing task manager
2. Hit enter when it finds task manager in the windows search (windows key should default to search, if not, find the search bar and type there instead)
3. Click once on any process under Background Processes then start typing battleye launcher
4. Once the task manager finds the BattlEye Launcher process, right click on it
5. Click "End Task" from the pop up menu.
Repeat steps 2 through 5 until there are no remaining instances of BattlEye Launcher
Launch Ark and play.
If there are no processes running then this is not the problem you are experiencing.
If the steps above seem overwhelming, you can simply restart your computer as that should end the process as well. The only catch is if the process is set to run at startup for some odd reason (should not be the case, very unlikely)
If it says "failed to install battleye service" Restart your device, that worked for me
