Sorry, what do you mean by "clamp" the harvest?
Yes, it acts by removing melee dmg "over harvesting" from the gather calculation. Meaning that more melee makes no difference on gathered resources.
I was wondering why my level 80 character with 350% meelee was doing the same as another character with 100% meelee. (I tested with stone and metal, both had very similar results...) >.>
