press TAB and paste this line into the command line :
cheat giveitem "Blueprint'/Game/PrimalEarth/CoreBlueprints/Items/Structures/Misc/PrimalItemStructure_TekTransmitter.PrimalItemStructure_TekTransmitter'" 1 0 0
now place it where you want it and you can teleport to the map of choice.
And I think I remember from the patch notes or a dev post that Tek Teleporters are disabled by default on Aberration. The stock in-game version probably won't work.
It would seem weird to me that singleplayer is lacking a better way of doing it when multiplayer has it, except for all the *other* stuff that does't work or isn't even slightly balanced for singleplayer. Like how if you upload your survivor in the first place, you have to alt-tab and force close the game. Because singleplayer doesn't give you a list of servers or maps to switch to, and for a while now you can't even open the Esc menu and close the game. It gives you the option to download your survivor again, or basically delete and start a new one. If you click cancel, it takes you back to character creation. And that's it. So... yeah, I can unfortunately totally see them forgetting to add dino uploads at all for singleplayer. It's clearly not very important to them.
Oh well.

Under [ServerSettings], paste this:
PreventUploadSurvivors=False
PreventUploadItems=False
PreventUploadDinos=False
CrossARKAllowForeignDinoDownloads=True
As for the actually downloading dinos in game, you can download the Craftable Tribute Terminal from the workshop. It acts like a portable obelisk and is actually a bit expensive. (So it kinda removes the cheating aspect XD)
This worked for me and I hope I was able to help.
Some other setting appears to be toggled, but I have no idea what. All I know for sure is that this is kind of a frustrating decision by Wildcard. It's a singleplayer game, it's not like anything I do matters at all. So why impose such a major limitation?
Geting some of the new critters to the surface (or down to the boss terminal, which apparently also works like an Obelisk Control) would be somewhere between difficult and impossible. Just trying to steer a basilisk on open ground is a pain. Trying to do it on narrow ledges while running for my life from Seekers, Reapers, Nameless and being scoured with radiation? No, that doesn't seem like fun.
Anyway, thank you for the setting suggestion. I wish it had worked. I don't have any idea what other command I might need to use. It would be sort of nice if all the settings like this were actually listed in the UI, but that's apparently too much to ask for. Oh well.
