Because your server is completely new then, so disregard my previous post. Not sure what's causing the problem for you, I guess it could still be some incorrect port forwarding setup.

Use that to forward your ports for Ark. Use the section under, Portforward Guides: List of Routers and choose your router... the guide is pretty self-explanatory.
These are the ones that I have opened:
27000-27030 UDP
27014-27050 TCP
3478 UDP
4379 UDP
4380 UDP
7777-7779 ALL

For ♥♥♥♥ sake what ♥♥♥♥♥♥♥♥ are you telling people?
You only need to open/forward the Serverport and Queryport for UDP Traffic.
If you use the Raw Sockets Settings you also need to open/forward Serverport+1 for UDP.
If you need the Remoteconsole you open the Rcon Port for TCP.
But that's it.
Do you run the Server on the same machine you play on?
If yes starting the Server and the Game the same time will end up in a lot of Ram swapping with only 8Gb of Ram thus prolonging the start of the Server for a long time.
Usually if the Server encounters Error while starting it will write the errors into the "Dos" Box.
As long as nothing shows up there and depending on how many or large mods your starting with it + the speed of the Disk your starting from might prolong the start even more.
Well that wasn't enough for me, so, to be on the safe side, open all Steam related ports that are mentioned on Steam's own port forwarding info page. Then if he would like to have less ports opened, close some of them one by one and see if it stops working, if not, then good for him.
