I'm not sure how your mods have anything to do with it here, those customer service representatives need a slap in the right direction.
Hm, the CPU isn't entirely dead..yet.
It doesn't look to be functioning as well as it should, and plus, its not like your getting the full CPU to yourself, its probably a virtual server model, and maybe due to strain the CPU is on the verge of stopping completely.
Host Havoc isn't the greatest server provider around anyway, picture this, 1000's of virtual servers needing to be maintained, but a limited number of actual Server PC's, what they do is split the servers between the number of actual pc's, so you're not getting anything amazing, and in this case it looks like you're getting nothing at all, lucky to even get a few threads of the CPU.
All in all, try to remove the mods, if nothing changes, then obviously its not your fault.
If it works, start adding them back one by one until the problem happens again...
Then just don't use the mod that caused it.
So you troubleshoot the mods and if it isn't them then you can get host to do some actual work.
When I saw that next post I thought the same thing, I agree, probably some sort of incompatibility.

This most commonly occurs when a new Ark update is released and the mods on your server are not compatible with the new game files and thus corrupts your content. This has nothing to do with our server hardware or our ark files, as they are all gathered directly from Steam and we do not modify them in any way. Please understand that Ark is an early access game, which includes the risk of data corruption and non compatibility with mods when things change.
