May not be your cooler... but id check cpu temps
I would check fan curves and make sure all of your drivers are up to date.
I haven't had any ark-specific issues with any of my CPUs.
as others suggest check your temps and/or fan curves but you might also look to make sure there is no dust blocking the air passages (laptop) or the cpu fan and heatsink (desktop) this can also make your fans louder
Start Screen
CPU had 39C - 41C and only worked at 20%
GPU had 65C - 79C and only worked at 0%
Ingame
CPU had 40C - 41C and only worked at 21%
GPU had 75C - 82C and worked at 99%
Also a funny thing I found out is that the wierd sound ONLY happens when the fps on the start screen goes over 550. So I was thinking, enabling V-SYNC in the game settings might fix my problem. Should probably have paid more attention to that.
I always used vsync with nvidia, and now I use an AMD GPU which cuts its performance back if it gets above a target framerate.
