They consume 4 bullets per one shot that deals 3.4x damage (400) of the normal autoturret (118). So they deal LESS damage per bullet than 4 normal turrets would have done.
They also explode with one c4 or one rocket despite having higher HP.
400 is the base damage, the higher numbers you're seeing are headshots.
Certain dinos (fliers, for example) also have less resistance to damage from turrets (guns in general) so they're going to receive more than 400 damage.
The heavy turrets do 4x the damage of the "old" auto-turret, they have not received the "new" auto-turret's damage bonus (hence 400 vs 118 - or 3.4%).
That being said, once the new limit is in place, heavy turrets will be the better option for defence (until you can afford to replace them with Tek turrets).
