Ragnarok will NOT download, can't figure it out! HALP

So I have been trying in utter futility to play ragnarok with my wife and the moment I finally get everything installed and downloaded (including all the mods we are using) ragnarok is the one file that will not download or install.
This is what it's doing: My wife has her own ark, I have mine. My ark always asks me how to launch the game (normal, low memory, etc) and hers does not. No clue why that's different for her, but may be irrelevant, just figured it's worth mentioning. So when I go to download ragnarok on mine, it's totally fine. Downloads like normal, works like normal. When I go to the DLC page and click the download button, it instead LAUNCHES her game and does not begin the download. I attempt to play the map in single player for her, it launches steam overlay, but in the internet browser type instead of the actual steam overlay, and asks her to click download. She does. It asks her to install steam or to say she already has it. She clicks the correct one, nothing happens. The wrong one also does not work.
She has the center, which downloaded fine. Ragnarok will not do the same, however.
I have read a ton of forums on this and NOTHING has fixed it. Here is what I've tried:
Validating files
Deleted all mods from game, folder and all. (No, the ragnarok mod was not installed on hers)
Disconnected family sharing, removed each other (we thought maybe the game is trying to launch MY ark instead of hers? Nope. Still broken)
Tried changing launch criteria in properties.
Tried finding it in the library to uncheck/check and DL it that way, but it's not IN the library yet and won't go into the library because the download path in the store is broken for her.
I've tried clicking on the store download option, the DLC link in the library. Nothing.
Closed and re-opened steam after each of the changes and some times just for good measure.
Tried clicking install after game was already open, but insists game is already running (because it thinks i'm trying to launch the game again, still broken, clearly)
Uninstalling game and deleting all related folders/files, clean install. Same problem still exists after. (I was positive going nuclear would fix it. It did not. I'm screaming at this point. Halp...)

Also, I attempted to locate the file in my game folder and figured I could simply port it over to hers and maybe that would work. Cannot find the file, however. T_T

You can try this if you haven't. On her computer make sure she is on the main page of Ark where you click play. Scroll down until you see the DLC's listed. Where you see the checkbox for Ragnarok uncheck the box and then check it again. It should start to download.

If you do not see it listed here at all then you need to go to the Ark store page and "purchase" it. Once it is added to the account it should be listed on the game page of ark and just make sure the check box is checked if it wasn't already. If it was then uncheck it and then check it again.

I'll edit my attempted items and add those things, because that's how i've been doing it. I go to the store page, click on the DLC, and click the download button. The big green one. The only one.
There is also no check box in the game library under Ark. I have the center and can check/uncheck, but not ragnarok. It's not even registering it as a DLC on the game, which is the issue. It just keeps launching ark from the download page and won't queue up the DL.

Thank you, mofo. I actually just found it and am copying it right now.
I didn't think it was considered a mod, so I was looking everywhere BUT the mod folder. I'll let you guys know if this fix works.
However, I would like to figure out WHY her steam is doing it this way. I did nothing special to her game to make it do this, so I'm REALLY frustrated by this.

Yeah, if it is not even registering on her game page as a DLC it makes me wonder if copying the files is even going to work.

I'm just trying to trigger the game into recognizing it at this point. I am totally stumped and all of the suggested fixes I've found are either irrelevant or don't work, though I've tried all of them to no avail either way.

You are correct that family sharing can cause issues. Have you tried completely logging out from steam, closing steam and restarting your computer? It seems silly but I had to do it before on my sons computer to get certain games to act right with new patches.

Another suggestion is to log out of steam on her computer and then you log out of your account on your computer and switch to hers. Then see if you can get it to register the DLC before switching the account back to her computer.

That's a good idea, Dco. I'll try that next. I can now verify that porting the file over DOES work. I got her single player to load the map, no issues. However, it does not recognize it as a DLC. Honestly, I don't even care at this point, as long as it works. But I will be moving the folder out of her ark and will be trying the switch profiles bit to see if that works. I'll let you know shortly.
However, if there is literally one person out there with the same problem and they can't use multiple computers/accounts to fix it, then this fix will not work for them.
There has to be a simple answer to the problem that I'm not seeing...

Unfortunately, I already got it to DL on her PC using the account swap method, so I can't try this one, wariat. However, the original concern once it worked was "is there a better way/solution" and even the external DL links you have don't really provide that answer. We shouldn't have to do a work-around to get a simple download to work. The DL link on steam is broken for many and it's a mystery as to why, it seems.

Are you using steam beta?
Because if you do beta tests then you should expect bugs like this :D

No, hers does not use the Beta.
However, you should add this solution to the list, as well. If an account already contains the DLC, just log in on the bugged out PC and it will force the DL to start on that person's PC. Then change back once finished.

Not everyone have access to second account with the game :/

Also did you read only thread post? or the post that was pointed in blue color?
The pointed post has some solutions not single one :D
