Considering the screenshot you have is of an otter, chances are, the mod isnt updated yet to include otters within it.
Also, they will not eat from a feeding trough (if that's what you meant by feeding rack) until they get to 10%. You don't have to sit with them the entire three hours until they get to 10% (if that's how long it will take). Basically this is how it would go, for a dino like the one you're dealing with.
Step 1 = Baby comes out, you put food in their inventory, and force feed it (using E), until they will auto-eat from their inventory.
Step 2 = Baby can now auto-eat from their inventory, so you just keep filling up their inventory as much as you can, and returning now and then to put more in.
Step 3 = Once dino gets to 10%, it will now eat from a feeding trough, so always ensure the trough has food in it.
The entire time, always make sure they have food in their inventory, and their hunger bar never reaches zero. If hunger reaches zero, their health starts to go down until they die.
Also, ensure you're using the right type of food! Some dinos eat berries exclusively, meaning no veggies. Others only eat fish, etc.
It's not a glitch, it's a part of raising babies, which is probably the most frustrating, but realistic, part of the game.
And please don´t tell me about breeding, feeding and the maturing process i think i´ve got this after over 1,3k hours and hundres of breds *g*
