Alternatively, tame a Ptera and if you leveled high melee on your character. You can land your ptera after aggroing a carno or spino (both are good exp) and pnce it starts attacking your ptera, sword it down from the back for additional exp.
You can also transfer from rag to scorched and island with a ptera and go run explorer notes. Prepare a large craft per note pr even just craft cloth hats or narcotics while running them.
There are a lot of ways, I only scratched the surface.
Fastest way specifically for ragnarok(given lack of explorer notes) and assuming you're limitedly on an official server is to join a active group(tribe) especially one just staring out together and as a group(in close proximity to each other) kill and craft things. You gain exp bonuses doing so as a group as long as you're together. Some tribes that start on a server when its new(like back around the 29th) would nomadically do this with a primary focus on killing and secondarily on crafting. Many of them were in the 70's easily on the first day who did this.(And higher on the maps with explorer notes too).
This is the most consisten and fastest way in the above scenario. Additionally if a group or an individual tames a hersperonis and can get them making golden eggs, you can eat them for a small exp bonus for a short time that mimics the bonus one gets from explorer notes on other maps.
If you cannot get a group though, the above suggestions by others are probably your primary route of getting exp otherwise.
Takes some time to get there, but once you do it's the lowest effort leveling method I have found.
