Another possibility is that the server has encountered a crash and will show a time out when really its unable to be connected to. Some servers will auto reboot depending on host or if the owner is quickly aware etc and this can explain why you get back on eventually.
If its an official server, then there may be other factors at play.
That means its more likely localized to your rig or router or perhaps even connection issues from your rig to your provider or some other node as well. Alternatively there could be a 3rd party bit of software(monitoring/meter software for performance, malware checkers in the background, downloaders, firewalls) etc.
If by this you mean you leave steam and your computer on like that, then perhaps. That's not a typical thing I think though.
Again this isnt a wildcard issue. This is a server owner not updating their server as they should issue. Complaining on here is pointless. You need to complain to the server owner.
But also understand that sometimes it can't be helped. Unofficial server owners are players, like you and their schedules do not always match your schedules. If someone is at work for the day, comes home and has to conk out on the bed and sleep another 8 because they were just dead tired, obviously that's almost a whole day they'd not see their server needs an update. Life happens.
However, there are server owners too that do not bother updating their servers consistently or in a reasonable amount of time. This is to be distinguished between those who who may for some reason be unable to update for a few days due to some unforseeable circumstance mind you. Key word here is consistently not being mindful of their server.
So that should inform you that perhaps your wants with regards to that server to not match the reality of its situation. You're of course not the server owner so you have very little in the way of affecting any meaningful change. Thus you have to explore other options:
1. Play multiple servers. Pick 1 or 2 as "anchor/main" servers and the others to play when those anchors arent available. In doing this approach, it gives you the highest chances of having something to play at any time that matches when you want to play.
2. Play/do something else while your server(s) are down.
3. Play single player. While you cant play with others, you at the very least can do almost if not everything else that you could do on the server that is down.
4. Find other server to temporarily(not as in point 1) to play on. Perhaps there is a mod, a map, or rates you've not tried out before and are curios about that such you could check out on another server and see if you like. And again while this isnt necessarily the same as point 1, it can lead into being part of point 1 as in one way you're vetting such a server while you sample it.
And there are many other similar things. Just explore what better fits your sensibilities.
