Are you talking about "stacking" foundations, or "raising and lowering" foundations?
Stacking foundations comes from a mod. It builds up foundations full height at a time.
Raising and lowering foundations through the use of temp pillar and ceiling snap points shifts them just a little - useful for hiding beds, embedding storage boxes etc.
At that time you could have a foundation hang out in the air in similar fashion to ceilings. A year worth of break later and I seem to have to rely on mods in order to get a decently looking base up and running.
