Report a translation problem
Load ark, wait while it installs them (notice in bottom right corner saying downloading)
Click Host / Local and your downloaded mods should be listed in a window, you need to click on the mods you want to activate and move them into the window above it.
Online servers will download the mods for you if they have them enabled.
Note that a big mod, one that is several gigabytes can take awhile to download, just be patient. To test, unsubscribe all your workshop mods, subscribe to a little one like Super Spyglass and test it out.
Errr, All sorts of things really...
You have corrupt Ark install
Your hard drive is full
He is on a different version
You have a rogue mod causing a download problem
...
-I have like 500 gigs of free sapce
-We both have ARK up to date
-What does rogue mod mean
Oh I just realised I had one mod he didn't have but it was so small it probably doesn't matter
(x86)\Steam\steamapps\common\ARK\ShooterGame\Content\Mods
To clear your download cache click on "Steam" in the top lefthand corner then Settings > Downloads > Clear Download Cache.
