Cant Spawn Phoenix on Ragnarok (PS4)

Hello all! I have try to spawn a Phoenix in Ragnarok but it dont work and i dont know why , my command was cheat summon Phoenix_character_bp_c and admincheat summontamed Phoenix_character_bp_c and both dont work , what i have done wrong?

the phoenix is only visible and tameable on scorched earth during a superheat wave.

Becasue the phoenix is a SE Dino.
So you cant spawn it on Ragnarok.
Also i think for ps4 there are better places to ask then here on the pc because things can be different ;)

As far as I know, the phoenix is not yet released on consoles, only on PC. <snipped the rest because I apparently can't read>

its released on consoles , new patch is out with phoenix and otter
