the lakes and rivers in the jungle mountains near blue ob have some, also the lakes in the east redwoods nearish the desert barrier. have not seen them in ancients tears, the sandstone canyon with the lake/river at the bottom of it but would still look to see in case they can.

Not sure of any location limitations, but try killing ALL of the fish in the area and wait for respawn, you might have to do this a few times, but an otter will appear at some point.

In the upper left of the map theres a bay with 2 dino skeletons along the right side looking in from the water, the first one has ribs pointing towards a watery non-predator cave, there were tons of otters in that cave for me.

They are just really hard to spot. I found one in the upper beaver pond south of viking bay.

eta the insulation boost they give is excellent.

I feel like I'm being trolled here, I've searched for days now and nothing, fresh singleplayer and dino wipe, no mods, nothing.

I have not found any at beaver valley lakes.

They spawn for sure, but you've got to kill everything in the water to encourage their spawn. I've tamed quite a few down in that oceanside cave system near the jungle newbie starter area where I set up base. Tamed another where the beavers spawn as well. The otters are very hard to spot. I spent around 20 minutes looking for one in a small pond that I lost sight of trying to get it a fish.

Day 3017: Finally found an otter. Thanks, I was looking at the wrong jungle bridge lol. But other mentioned locations are empty.

Not easy to find but not too hard... Follow the waterfalls in North West.
Very easy to tame, also at high level.
