Unless maybe the newest drivers for AMD are now supported or something, since the last time that I can remember ARK working was like 3 months ago when I played it and I had 17.1.1 as the drivers.
And if in windowed mode, maybe try fullscreen option and see if that works.
Edit: seems like it is only UE4 games I am having this issue with, UE3 games like XCOM2 is working fine.
edit2: now after installing the AMD driver 17.7.2 it seems to work now on ARK windowed? maybe corrupt driver install?
I then used AMDs removal tool, to remove all traces of AMD products on my computer and have installed the newer optional 17.8.2 driver version and am going to see if this fixes it.
edit: still have same issue, so not sure what could be the issue, since it seems to work when I have no AMD driver installed, but as soon as I install a driver... then is whne it starts to act up?
I think I might be done troubleshooting for tonight, only next step would be redownload my 17.1.1 if I can find the file for it, since that was my version 3 months ago when the game worked correctly.
I decided to download 17.1.1 and now it works in windowed mode... so the new AMD drivers at least on my end are bugged and UE4 doesn't seem to want to work in windowed mode while using the newest drivers.
If you can charge $60, at least deliver a working product.
