As far as I know, yes. I believe only the cross play with xbox isn't out yet

As I understand it the windows 10 store (Xbox play anywhere) release has been delayed until sometime in september.

When this goes live will it mean an xbox player can join servers that steam players are on or just windows stores owners?

xbox users will be able to join people who own the windows 10 version (not the steam version).
