Seriously, what´s your problem? You are aware of the fact that there are also other servers out there than the one YOU are playing on? Maybe he needs this for a server event?
@topic: Try the following:
-) Set your MIC INPUT (not line out as you wrote) of your onboard soundcard to standard com device and connect a mp3 player to it via cable.
-) Set your USB headset up for use in teamspeak (you can manually select the input device in teamspeak, otherwhise it would use the standard com device), and set it also up as standard for playback device.
Now it SHOULD work that you´ve got the musik and sound from ark, as well as communication over teamspeak, at your usb headset and when you use the ingame vioce chat it should activate the musik from the external source. But as i wrote this is purely theoretical ;)
