What are you even talking about? That´s just completely wrong information.
Since Tapas are kinda hard to tame on Ragnarok (i´ve never seem them on the ground always flying) i tried it with a Griffin -> works like a charm so yes go on and tame your Quetz ;)
You just need to have a plan, some practice, enough hide and fiber to make spike walls onsite and some luck.
On ragnarok they fly to or near 50-50, the 133 i tamed from a ptera i had to make runs in and out of the cold to heal up and keep from dying.
Did not have fur armor yet but i did have an ascendant hide shirt.
Once the Q was walled in i made a trip to drop heavy gear and get narc and salt, i let torpor drop to about 1/4 then slammed a bunch of narc and made a mutton run.
the 203 i tamed from a griffin was a whole lot easier because it could carry the spike walls, narc, salt and mutton.
Oh i should mention the server is max 210 dinos, taming is 4x and mutton stacks to 20 so adjust your plan accordingly.
Rare flowers don't seem to work on Quetzals, i have tried it.
