Ragnarok - Tons of Ovis to Almost None but still the mutton nerf?

As the title says spent two hours looking for ovis on ragnarok about finally found 1. I've had better luck on the island recently. However the mutton nerf is still in place. I get why, when you could xfer to rag and kill ten of them in 5 mins however it seems like they are more rare on rag now then on the island. Some kind of middle ground would be nice.

I still find plenty of Ovis around the highlands/scotland area... where have you been looking?

As Viceguy said, there are plenty of Ovis on Ragnarok. Go to the north east of the island, you'll find dozens of them
