Just think of it as 100gb in 100 x 1gb rar files each one being decompressed and installed to save any errors in data packets. If it happened in one batch there is potential for it to go wrong and possibly would mean you having to redownload the whole game again, where as this way it would only need to redownload one small batch file of 1gb.
Best way to fix it, switch servers. Go to Settings, Downloads, and Download Region and select another region close to you. Fixes it for me. I think it's just a lot of traffic on that server. I have to switch back and forth every few days.
what happened to me is I played the game one day and when I got on the next day my game was uninstalled and I had to reinstall it. When I went to do so my game was downloading it at 0 MB a second and it said it would take days to download it. I fixed this buy going into my steam folder finding the game and deleting the game files. Now my game is downloading at my normal speeds.
I tried everything to fix it and this was the only thing that worked. I tried locating the files in the properties and that didn't work. I tried to restart my router. I tried to restart my PC. I tried everything a person could think of and this is the only thing that relatively worked to fix it
