Also, there are some nice rock foundations where you can build a starter base safe from the wild, at viking bay 2 there is a huge cave behind the waterfall where the skeleton is.
Its hard to choose what is the best location due to how diverse the map is, and it really boils down to what you want to do in Ark each, day.
Now, since you are doing SP, what's stopping you from building multiple bases all over the map?
I play with friends, and what I end up doing is usually making different bases for them once they choose a location, and in different styles for each.
The world is, basically, Yours!
Well, Ragnarok is going to give you problems then, since the central areas are pretty dangerous and, in fact, the top half of the map is split in half by a mountain range. Viking Bay is still your best bet for easy access to everything without too many carnivores other than the occasional alpha raptor (seen 3 in 5 days).
I can also plug the coastal area around the hot springs. Not too many carnivores out there and it's about as central as you can get without being surrounded by predators. I just think it looks boring so I never considered it; I'd rather fight tooth-and-nail to maintain a beautiful base.
On one server, I built in that same area, but down on the river. There's a little waterfall west of there with a lagoon that is a great spot without a lot of carnivores.
