What do you think Steam does when you click Delete local content? :P
Yes, in case of usual installation you shouldn't do that but for Steam games it really matters very little.
The only way you could have deleted the game and not gotten any space back is if you manually deleted the game in the past, thought you still have it installed and deleted via Steam. That would just remove the installed state from Steam while not freeing any space since there was nothing to remove in the first place.
But I am assuming here that the gap between deleting and reinstalling was not a long period, I am assuming he removed it for the purpose of reinstalling which is why he's saying he didn't free up any Gb.
But as usual too little information is given in these sort of threads. People need to learn how to help us before we can help them.
Are you sure about that? I don't remember but I would say it's not the case. Even patching doesn't require that (most of the time) although you are right that having another 60 GB free (or whatever your installation is) should(!) be enough for anything the game might need.
They're about 8x different to each other ;)
