log in into the steam account you received the game, family share doesnt count as owning the game.
go to account details, click on view licenses and product key activations
ark should be shown there as gifted.
go to support page and relate your case there.
A) the game can be seen there and for some reason is not at your account
B) the game does not show there
So you don't have the problem you were saying if you can buy it. The free ones are free.
Just click the download button on the store page for the free one that you want, that will tie it to your account. But you have to be logged on with the account that owns the game, not your other account. After you click the download button go to your Steam Library to the ARK page. Scroll down about halfway and you will see a section there for dlc. Uncheck the checkbox next to the dlc, then completely exit Steam. Then restart Steam and go back to that dlc section and put the checkmark back into the box and it should start downloading.
