Ragnarok Jungle Dungeon: Can't build?

On my server "CAVE BUILDING" is _ALLOWED_
Same config works on all other maps except Ragnarok.
Can the devs (or whoever is now working on this) fix that?
Why is there an option to enable cave building, when the game completely ignores it?
Some of the jumping passages are too annoying and we don't want to use tons of grappling hooks. Also placing a sleeping bag or bed would be possible that way.
Point is: enable cave building please! Let the server owner decide if one can build in caves or not.
