Also mega's are "coded" to show up in packs of 3-5 when there is food i nthe water
tame something juicy take it out into the water ... and wait.
Now thats all for open water, no cage. If you have any sort of cage, or scuba, its even easier. Take a stack of stone arrows as well, in case you need to thin out its friends, or kill any jellies that get curious.
when I try the bait method and they get close, I'm gonna agro one into my cage and just tame it

is that a new feature or an old one?
but don't ever tame a low level megalodon, the ocean is carnage and constant combat, it WILL die unless it's 200+ or something close if you're leaving it in open water
if you're not doing that, then make sure to construct your pet pen or underwater base or enclosure or whatever before you start taming it
I actually had 2 level 200 megalodons that I left on neutral on the center and one that was like 160ish that I left on passive, after like 2 days they were all dead
