One way to know which servers to avoid is those that copy/paste their ads completely irrelevant to the topic at hand.
It takes some work.
i managed to create a local server hosted on my pc then manually copied my character to it
i could then upload and get on any server with the right settings
i havent tried to directly 'upload' at an obilisk as suggested but had heard it didnt work when i was playing at this, it may have changed since then
edit: as Housatonic stated the only legit purpose for this might be to join a pve with friends but most would concider it a cheat if you try to join a random server with a SP character

"Server Traveling
One of the features of the Obelisk is the Character Data Transmission. By saving your character data, you'll be able to transfer your character to a different Server. Please note that you can not transfer the character from an unofficial server to an official server, nor can you transfer the data from the single player mode to the official server. Server transfers between two official servers are available, but limited to specific servers. You also cannot transfer between PVP and PVE. You can also put items in the tribute inventory by clicking Transmit Ark Data and dragging items in. If you put the items in the inventory for artifacts, they will be lost."
Yes, all multiplayer data is saved on the server you are playing on. Nothing you do on a server will affect any other server you play on. Nor will it affect your single player games.
Question: Can I bring my singleplayer made character to another server?
Answer: Yes it is possible if the server you are seeking to join has this feature enabled. Though most servers will have it disabled or set to use a cluster for cross transfer. You would need to check with the server admin. Official servers will be an immediate no.
Question: Will I lose my stats if I do bring over my character from a singleplayer?
Answer: Yes you will lose your stats. Also you will be at level 1 since each server may present different stat gains and or different amount of obtainable levels.

Question: Can I bring my dinosaur?
Answer: Technically yes if enabled, however 99.99999% of the time admins turn this off for a reason. It wouldn't take much to spawn in a lv120 t-rex and give it 500% imprinting... or just the lv6000 t-rex at that. It is unfair to the rest of the server and disrupts the balance. Same with bringing gear.
