The mutton is roughly a kibble equivalent I would say, not strictly better. It can be faster, it can also give slightly lower results, but for sure given how much easier it is to get, it's great for carnivore taming.
Prime meat is an entirely different tier of taming though. If you play on default rates at least, it usually gives noticeably worse results. Only thing I've prime-tamed lately because mutton or kibble wasn't worth the extra levels it gave you, was a frog.
When taming with mutton though, big advice is to check a calculator like the Dododex, see how long your tame will take, then starve the tame until it can eat most or all of the mutton in one go. Keep your sheep alive until then, this way you won't have to worry about it spoiling.
You also get more mutton if the sheep has higher health, but a higher food stat gives more wool.
You can also cook the mutton and it lasts even longer =D

That's a thing?? So level your tamed sheep's for health to get more mutton out of them when slaughtered? Have to test this :)
