You've got your answer - no, if the server does not have it enabled, you can't have it ingame, though using workarounds does work.

Official servers? No.

Unofficial servers yes because its a server enabling option.

However for your distance issue, you can also through the spyglass get them to follow which may help alleviate some of the accuracy issues. Outside of that the more primitive sticker/mark on your monitor method is about all else you can do.

why would anybody spend money on something that you can simply just display on your screen with a program you enter code within a few minutes or download? do you know how many crosshair programs are available online that just hover an overlay on your screen which you can toggle on/off with a hotkey?

This may be a necro reply, but the question was relevant to me recently and may be to others in the future, but I found that enabling "toggle extended HUD" in Advanced Options and then pressing the bound key (in game) for the action (default H on PC) will toggle on the HUD which will also toggle on the crosshair! Without the option enabled, it is a "press and hold" style activation to get the extended HUD/crosshair. Hope this helps!
