The problem is, it keeps recurring. The fix lasts a few days then one of the mod maps will fail to load and you have to go through the entire process. This has been a problem for quite some time. May be connected to ASUS Computers?
If a mod is removed from the workshop this will hapen. It can also hapen from Something related to intel graphics chips. On laptops they often pair an intel graphics chip to run windows and a dedicated card to run games. Asus does this, as well as Dell. Hope this helps.
There is no need to unsub/resub or delete your mod folder or whatnot, the only thing you need to delete is Steam's cache of downloaded mods, and most importantly, Steam's file that tracks what you have.
Quit Steam, then:
steamapps/workshop/content/346110
steamapps/workshop/appworkshop_346110.acf
Delete that directory and that file.
If you want to make sure everything gets freshly installed, also delete all the files in:
steamapps/common/ARK/ShooterGame/Content/Mods except for 11111111 (Primitive+), and the DLC maps (Ragnarok and TheCenter), since these can be fixed by doing a verify.
Start Steam, wait for it to download all the workshop content again, start ARK, and if you've deleted the Mods folders, wait for the client to install the mods.

when the "failed to load mod map" message comes up, open task manager and end the process, IGFXCUIService. then rejoin your server and the mod map should load. Hope this helps.
