There is also an "NPCReplacements" game.ini setting that allows you to prevent certain creatures from spawning by replacing them with something else or a "blank" entry that simply stops them from spawning.
The server configuration page on the official wiki is very useful in that regard.
EDIT: Same thing applies to spawn replacements. If you stop say, Gigas from spawning but there are already Gigas in your world it won't delete the already-spawned ones. You gotta kill 'em (either the hard way or via console) to get rid of 'em but the game won't spawn more.

its not got the newer dino's so will have to add them yourself like
NPCReplacements=(FromClassName="Kaprosuchus_Character_BP_C",ToClassName="")
as for the dinocountmulti in single player dont think its working i change it to 0.7 did the kill and after 20 mins ingame it was back upto 26000 dinos's.
I had the same problem.
you get about 34000 dinos on the default setting.
DinoCountMultiplier=0.1 will work but not the first time or second.
After many resets "destroywilddinos" command it kicked in.
So keep resetting it till it works
it is a stupid bug in singleplayer
Thats the only thing putting me off from just playing singleplayer, overworld is too easy, the caves are the only area where there is a slight challenge.
Sorry to hijack thread butr do u mind me asking what settings exactrly u use for hair and food spoil, the timers u mentioned sound awesome :D
I was using GlobalSpoilingTimeMultiplier=40 for the food and HairGrowthSpeedMultiplier=0.1
Dinos re-spawn in the caves in my singleplayer game.
I spit my coffee when I read this one.. lol -- she did miss it. rofl -- belly ache..
