Actively seeking is just a waste of time. These birds literally can appar anywhere, and naturally you will get the best ones when you are not looking for them... just make sure you always have your taming equipment on you.
Yesterday I saw one walking on the land... but you are right, usually they are flying, high in the sky.
I would love to do it this way but I'm taming the tapejara before the quetz since I'm still low (ish) level.
