"New" is not relevant. If your goal is finding building space that is on a nice spot, then you just have to look on any server. However most ark players know that the state of official ark servers is pretty bad for many many reasons. The more that people want to play with others, the worse a server becomes. It is a contradiction in the game's design and a symptom of the ecocide flaws of survival games like this one.
Thus it is not a coincidence that compared to the couple of thousand official servers, there are over 18,000+ unofficial servers. Google ark server lists and use their search features(some dont have them but some do) to find a server that suits you. Also Ark has a robust modding community and many unofficials have some really good balance of mods to consider as well that supplement all manner of things that regular ark doesnt have due to being slow to prioritize such(like straight stairs.. I mean... spiral before straight stairs in game is silly).
Anyway, there is no prestige to be had banging your head against a wall trying to deal with official servers, just the false perception there of.
Try unofficial servers, they are way better and also less populated so there is plenty of space to build. See http://area51.insw.cz for info about mine.
Let me tell ya what happens on the rare occasions wildcard makes a new server.
1. They cluster it with older ones so players xfer over characters and dinos and fill it up in minutes claiming land
2. When not clustered to older ones, large groups of players who have a tribe on another server make new characters together and form a tribe and hit 70+ in the first few hours. How? they do all hunting crafted etc all close to each other because you gain bonus exp doing so. Even more they time grabbing explorer note chests just before large crafting/hunting exp giving situations so that they double even that.
In essences they build and alpha off all the good places etc.
Thus "new" again has zero relevance. You can go on older servers where players have quit or moved to other servers and find good building spots. Land rushing new servers is a fool's errand for new players. You may get lucky but most often you're boxed in a 4x4 because everyone else built just as quickly or quicker than you.
Right now too it doesnt help that the game is on the cheapest sale its had yet to date so many more people coming in.
Go click the tab for unofficial servers and you'll wonder why you ever bothered with the silliness of the official ones.
Your only other option is waiting for Extinction Event servers to wipe officially, then you get 30 days like everyone else to built up and wipe again.

Where did you get that "none likes pve"? lol? The game as a lot of pve player, look at the pve servers numbers and you will see.
