Yes, you can. You have to craft scissors to do so, you can do it in the haircutting screen. Just have dye in your inventory.

lol, thanks, I just figured out myself. I had dye in my inventory in an attempt to change my hair colour but nothing worked. Realised my hair had actually grown in the last few mins and went to cut it and saw the dye. *rubs hands together* Excellent.
