I thought it might be because the server I'm on just does S+ smithy etc but same result when I test it in SP...guess the devs ferked it

The saddle engram shows in your personal crafting menu although it says it needs the smithy. It does not show up as a saddle in the smithy. I would say it's broken.

Is this still an issue? I have two saddled daeodons and recall no issues with it. Perhaps I just used Saddles from drops?
