How do you get that sniper rifle ?

I kinda new in this game, an i am aware that this might be more advanced. But im so curious to know how do people craft or get that sniper rifle. Can i get any answer that helps me understand?

It's made in the Fabricator. You must learn the engram and/or find a blueprint

Well, which one? There are technically two if you consider the longneck one. You get the fabricated sniper rifle in the fabricator, or you can get higher quality rifles in deep sea crates. While the longneck requires a scope to be attached, that is made in the smithy where you can also make tranq darts.
