EDIT: Actually managed to find it on third try. Its was one bellow disable menu transitions.
Honestly the new UI style is cancer to my eyes, the contrast of blueish on bluish combined with transparency isn't particularly friendly.
To turn of the Menu Music, Look in the "Advanced Settings" of your menu options (you have 4 tabs - Options | Advanced Settings | Keyboard Bindings | Gamepad Controls ). In the second column of the Advanced Settings tab, under No ToolTip Delay is a checkbox for "disable Menu music" make sure that box is checked

click Options
It now takes you to a menu screen called "Options". At the top of the screen, in the middle is 4 Icons.
>An Icon of two Cogs, that when you mouse over, says "Options"
>An Icon of a sword and a cog that when you mouse over, says "Advanced Settings"
>An Icon of a Keyboard that when you mouse over, says "Keyboard Bindings"
>An Icon of a controller that when oyu mouseover, says Gamepad controls"
click the Icon that has a sword and a cog
It takes you to a screen that says "Advanced Settings"
There is two columns of Settings here with checkboxes
In the Second Column, the first three settings are;
>Disable Menu Transitions
>No Tooltip Delay
>Disable Menu Music
You want to make sure the box for "Disable Menu Music" has a tick/checkmark inside it (if the box is empty, the menu music will play). To put a tick/checkmark in the box, click on the box until one appears.
After you have done this, make sure you click either "Apply" or "Save" buttons att he top right.
