You need to put water jars, or skins in it as well.
You need to place the cooker again. It will snap to pipes. It doesn't work with a tap.
Unless you play with S+ structures. Then you can place integrated piping in the 3 floor tiles below the cooker, place it above and it will get water.

I only added the tap to display in a single picture that the pipes are actually getting water. Cooker was first. Will try adding again tomorrow.
What is S+?

One of the most popular mods. At least for building. It adds few completely new things but it offers reworked versions of all the regular structures with better clipping, alignment and snap points. Building is much easier with it. And it has a ton of QoL features, for instance you can hide water pipes and cables after building them. Or you can run a Grill on electricity instead of gasoline.

He can't place the cooker without a pipe being down first so no he isn't trying to get it to work with a tap and you don't need to put water jars or skins unless you are running it from a well.

Switchgear, firstly I assume you have pipes out to a water source such as a lake or sea rather than a water well. The irrigated pipe will show a touch of blue. Follow it from your water source to your cooker and you should see it break (no longer blue) somewhere along the line. That's your problem.

I have found the placement to be a little buggy lately in that when I laid my pipes most recently, my irrigation line stopped being blue in the middle of the pipeline for reasons unknown to me and cooker was showing "not irrigated" on my screen but when I asked someone on the server to take a look, they said the cooker showed irrigated to them.

So I fired it up while showing "not irrigated" and made some kibble and sure enough it worked fine and a short time later I was getting the "irrigated" state.

Anyways start by following your pipes and go from there. If it all looks OK, trying making some kibble though if you have logged already it might show irrigated when you log back in.

My base is on a mountain so I've not fed any water sources into it. At the moment I've just got a large array of water reseviors and it's all run on rain water.
Is running a line to a source of water necessary for the purposes of debugging this?
Also thank you for taking the time to reply so fully.

Errr, yes he can. It just wont snap and will have to be irrigated manually with waterskins or jars.

pipes have to be down first and you have to place the cooker and make sure it snaps to the pipes

Please, load SP, spawn a cooker and try place it without a pipe down, let me know how that goes for you.... unless you are playing a mod that lets you do it, in which case, its irrelevant here.

I've never run a cooker off a resevior but doing a quick search, people say the work around is to place a full water jar in the cooker. Assume a water skin would work too.

Let me know how you go because my current build in SE is going to be running off water tanks so I will have this problem soon enough.

Yep. The Ind Cook won't use water from tanks - For it to use water automatically, you'll need to run pipe to a water source

No, you can't. "No snap point." Can't place it. Unless I'm supposed to be able to use some sort of cheat.

Is the idea that the water jar is continuously refilled or something?
I can't get it making even regular recipes even with added water at the moment. http://steamcommunity.com/sharedfiles/filedetails/?id=935407226

Yes the idea is that a cooker acts like a water resoviour and is always refilling the jar.

I am only going off what I have googled. Try a simple kibble, like dodo and try using (press E) on the water jar, as if you are priming the cooker.
