Report a translation problem
Make sure you have admin commands logged just in case you've mistakenly given some one access in that regard that shouldnt.
If they are still managing to do all this after you've turned it off, turn the server into a pve one and let it stay that way for a while.
That all said, dont expect nor chase player numbers. Too often I see servers expecting too much in that regard and then getting burned out, turning a server into a wipefest every other week to advertise "fresh server" or "wiped server" (never attracts a good crowd those btw), or just shutting it all down. Have the server for yourself and your close friends and consider anyone else that comes along as a bonus.
Other things you can do if they still keep at it:
Use your admin commands to join their tribe, wait until they're off line of course, and unclaim everything, loot everything, and give it over to your tribe or others.
Cage their entire tribe, hancuff them, turn off food/water drain.
