Well...
Ark is geared for multiplayer almost from the bottom up. Where vanilla minecraft is pretty balanced for singleplayer, vanilla ark is really, really tricky to play as a soloist. A great many balancing decisions have been made to favor team play, or worse, have been made solely to balance PvP issues with no regard for PvE, let alone singleplayer.
If you like mods, then the comparison is as follows:
minecraft modpacks tend to be much better at treating minecraft as a game engine to turn it into whatever type of game they want to (such as ye old technich/tekkit packs turning it into a game about automation), wheras most Ark mods I've heard of are at heart balance changers/tweakers which still leave the overall flavor (survival with dinos) intact.
As far as pvp, raiding is just how much time can you make someone waste to get in and pvp itself is different from minecraft but still has some of the same aspects like setting traps, scouting, swooping down on someone unsuspecting.
Both are highly customizable. I havent played a lot of unofficials so i really dont know if a cookie cutter mod selection has emerged yet, it has in minecraft. While there are endless possibilities, in minecraft you end up with a bunch of servers all doing the same thing. Innovation usually takes a while to or just doesnt populate. In ark it kinda looks the same way, there's a lot of unpopulated unofficials.
Building up bases, you definitely get an easier time customizing in minecraft but it can be done in ark. It's not done as often however because it is more challenging and so very easily destroyed. In minecraft depending on the plugins, you can make virtually unraidable bases. In ark, unless heavily modded it's just a matter of time unless you go pve which opens up more creative ways to ruin someone's day.
Ark has a lot of young, a lot of older players. Minecraft has a LOT of young players and a few niche communties with older players. Minecraft servers tend to take on a pay to win type feel to continue upkeep, oddly I havent seen that on the few unofficials I've played. Maybe it's more difficult to make a system to oblige it.
As far as time, minecraft you can pick up and put down relatively easily and quickly. Ark is much more time consuming, and you aren't safe when you log out. Minecraft is much easier on computers even on max graphics, whereas Ark is borrowing an engine from shooter games and will melt your graphics card faster than the wicked witch when wet if you aren't careful. Even if you are sometimes.
Both games tend to have a team running them that take community ideas and implement them as part of the game. Both games sometimes fail to balance things out, but it's easier to mod whatever you need on minecraft. You also have the option of running older versions of MC if you don't like the newer versions.
It's cheaper to run minecraft both in the price of computer it takes to run it and the hosting available.
