What do you mean with "visual novel style"? Are you looking for a generator with a specific drawing style?

Kisekae can make some pretty good female characters. Interface is a bit wonky, since there isn't any tool tips, but you'll get used to it. I've been able to recreate characters from lots of series using this character maker.
That's what I use. You can make guys with it too by setting the presets right.

When I had purchased this, I thought there was more to it as well. Took me a few days to find a character creator. I found CharacterManaJ (What Yuko is created from) and found tons of usable parts (Eyes, Clothing, Hair, etc) to make characters with... However when I realized each part has a different CC Liscense, and attempting to contact some of the artists (ranging from Chinese, Japanese, German, Korean) it became more clear that CharacterManaJ wouldn't cut it. Seeing a few of the screenshots from some VNs that use these royalty free images (like the bagrounds) didn't slow down my enthusiasm, more so it pushed me to be different. I don't want something I am working so hard on to be just like someone elses... I am no artist, nor a music producer. I did the only thing I could think of doing to be able to be successful, and be my own entity. For 10 characters I am spending around $500 to own all rights to the images etc. Music is going to cost me around 500-700$ depending on how I work it, and background art is a whole different story... So yes making a game that you will OWN and can sell is a whole different ballgame. There are many "Free VN" makers, many "Royalty Free" images and songs, but what can I say when I develop a game made from other people's work? 20 pages of credits and no money to be made...
Yeah long ramble I know, so I came up with some ideas for you good sir.
If you know anyone who likes to draw, check them out. Many of the best bands came from similarly minded people looking to do something big.
Or you can find a bunch of royalty free characters, chop them up into parts (Eyes, Mouth, Hair, clothing etc) and make new characters in photoshop.
Background art isn't as easy, but you can easily take a photo of a empty classroom, or a school yard, a house or what have you and photoshop it and make it look like a cartoon. (Or whatever art style you are working towards)
Music, there are tons of people wanting to get their music out, search around on soundcloud, message some people and ask if you can put their music into a paid game, free advertising for them via credits (If it is good maybe even toss in the song name and composer into the title screen)
Yes RPG maker allows you free art to use, but in the end it is the same artwork anyone with 15$ (or whatever it costs) can use freely.
I personally want to OWN everything in my game, but games (no matter the type) are not easy to make. Game production takes time, money, and people... There are few people that do a 1 man show, but they are far and few between. Most game devs are a 3-5 man show if not more... Ever watch the credits on GTAV? I couldn't sit through the whole thing...
Nothing in life is easy... Well some things are, but I can tell you developing a game is not one of those "easy" things. NOTGTAV is a great example of someone who can code, but sucks at drawing... If I were to make a game from scratch it would be something similar to that... But that is why I am spending some real $$$ to make an amazing looking game... And in the end I probably won't profit, but I will leave people wanting more.
Not trying to sound like I know what I am doing, first timer here but I am pouring my heart (and my wallet) into this, in hopes to see it running on air in Japan as a Anime. I might flop pretty hard, but I will continue doing it because it has become more than a hobby for me now.
I made my original demo with free art and music, the whole 5 minute demo took me 2 weeks to create... I see why most game developers roll in teams.
Wait, are you suggesting you ask a musician to make unique music for your commercial VN for free? Because if so, that's a pretty scummy thing to do.
For commercial visual novels, you can't expect to get away with not paying if you want custom assets for your game. Whether you are working in a team or commissioning people, you shouldn't take advantage of them and pay them the money they need to produce art/music/something else for you.
Instead, I suggest you try making free visual novels/games first. Show the world what you're capable of and use the free VN/game you made to show what you can do. This might make it easier to create a team to work on something together, especially since it shows that you managed to complete a project and that you're not just a dreamer who is throwing money around in an attempt to get somewhere without any idea what you're actually doing. It's also really important to learn how to create visual novels before you put financial stakes into creating them. A free game that people can play is also essential if you want to start building an audience before you create a commercial product.
Tl;dr: Don't aim too high before you have a good idea about what you're doing.
While it would be great to pay everyone sometimes the barter system can be an ideal situation both for someone who cant pay and for someone who wants to work in this field. many times writers, artist, and musicians will offer their work to a project if they expect it to do well so that it puts them on the radar for other teams as well as if a team is successful generally the second time around they will hire that person for their next game in order to keep that talent.
