You can so access in fullscreen. Just move your mouse to the top of the screen.

you can change the graphics if you hover the mouse to the top in full screen btw.

Just move your mouse to the top of the screen. Even in full screen mode, the menu will then appear.

At the moment it seems you can change the rendering resolution to 4k, but the window size still stays at 1080p: http://steamcommunity.com/app/345350/discussions/0/487876568223464131/

Maybe someone will figure it out in the future.

Pretty sure I saw someone mention earlier the game crashes at the moment if you try to use that with it, but it may have just been their PC hardware/software configuration so it might be worth having a play with that if you haven't already.
