Garb gives +30 ATB, Starting ATB 50%, comes with locked max level Mediguard.
Weapon gives +250 Strength, +250 Magic, +50 Guard Defense, -55% Stagger Power, -50% Strength, but those negatives are because it hits twice per attack.
Shield gives +1500 Max HP, +200 Guard Defense, and has a passive ability that restores 6.5% of your Max HP when you guard for 10 seconds straight.
If you don't know how the game works, don't argue about how possible it is. I honestly get really tired of people going "That's impossible to do!" or "Modder's will do it in 24 hours!" - if you have no actual clue how the game works under the hood, you really shouldn't make claims like those. Just wait and see what happens, it's what I plan to do as someone whose spent a year modding and researching the series with a group of friends.
Elementa Lv. MAX

Yeah, it looks like they definitely wanted people to know what they're not including. A good move, of course.
