Extreme instability in mid 1700s.

I'm currently playing as Rome in the mid 1700s and the game is crashing with extreme frequency. I know there's a lot of instability yet to be worked out in this game, and some elements are still quite buggy, but this is unplayable at the endgame.

(My instinct is that this is related to the railroads. I had just built a ton of them. The roads tool is very buggy.)
