Issue with estates
In the new 1.3 beta, I noticed a serious problem with estates.

The clergy at parliamentary assemblies keep asking for only one thing: to change the court language to the liturgical language. And this keeps happening for 200 years at every single assembly.

Estates also barely build anything. Nobles, in particular, seem to have completely stopped investing in the development of raw material extraction. Overall, the balance of economies has become much worse. For example, by 1500, Poland has the largest tax base of over 500 ducats, while neighbouring Lithuania has only around 60 ducats.

Playing Byzantium, my nobles still build on the regular, but the other estates are noticably less eocnomically active. Likewise I too get this repeated instance of the clergy wanting to change language as well.
My estates were so poor in 1.3 beta that I created a mod to help them out:

This reduces cost of Estate Buildings 10 times while also reducing cost of stability/legitimacy/diplomacy.

Without t the estates were just losing money and so they build nothing and demanded no goods.
