Subject unable to manage their estates (?)

So, playing as England conquered big part of France as a part of HYW. Created number of dominions on their territory, each with 3-4 provinces (cause we are not in the mass vassal meta, aren't we?)
In 20 years Peasant/Noble revolt chain pop up in these subjects, their stability is -100 and they can't even finish integrating. Is it supposed to be so?
