Where is button to raise government rank to empire?

I have my 1K development and currently 82 prestige, so enough to become an empire. And I have an alert saying that I can upgrade to being an empire, but I cannot find the button to upgrade from Kingdom to Empire on the government tab.

On that tab, I can see my government type (monarchy) my status as a settled country and my kingdom government rank at the top center of the tab, above the picture of my king in his suit of armor. I can't interact with any of these to fiddle with government type or rank.

The alert tab that tells me I can upgrade isn't any help, as it just takes me to the government tab screen that I have already described. I am still in a war, though it is winding down. I thought that might be the problem and that I had to be at peace to be able to change government rank, but when I white peace out of the war, I still cannot interact with the government rank icon at the top center of the government tab. And I do not see anything I can use to change to empire on things like the laws or values tabs.

Can someone tell me where to find the button to change my government rank? Thanks.

Never mind, the toggle to change your country rank is on the "form country" subtab of the government tab.
