Just can't incite revolt!
Hello guys, I'm on my campaign with tokugawa and I'm trying to incite revolt on an province.
The province got -1 on food supply, my ninja sabotaged the castle, the populance is unhappy, the castle is ungarrisoned but whenever I order my lvl 3 monk to incite revolt, it says the chances are too low for me to try. While this, the neighbouring province has an happy populance and still my monk has 32% chance of succes ._.
Is this a game bug?

It is probably not a glitch. Is your monk already expereinced and what level is the garrison in the province? These things should also be taken into consideration.

The province is the second one, stronghold
Also, I sabotaged all of their farms, they're probably bankrupt because they don't even repair it, but still the populace keep happy...
