Then the only way is to send a ticket to steam, if you are lucky theyll fixit in just 1 - 2 days ;)

take backup of save game then uninstall fots, as i unstand u have...
then try buy shogun2 ( and instal as first part )
now u can install fots.... ( as part 2 )
and later add rots if u want that allso

do remember its the same program as standalone allso that is the problem you try overwrite a part2 with basic ...that is a typical mod ( dlc know bug )
some prog today dont clean all up and can see i use to be installed ...
hmmm only disk version can make a /force on install....so no i guess steam need to fix this... just say you cant buy it...then they will do it faster...money talks ..you know :D

so i unstaill somthing there was not there anymore through the uninstall program at the installation disk...jesus...and the run ccleaner that remove old registration entry and other fixes...
and then i was allowed to install game again
