How to upgrade Police office to Shinsengumi HQ?
I would like to produce Shinsengumi (Aizu Clan), but I found that I cannot upgarde the Police office to Shinsengumi HQ, any research / technology needed? thx!

You can only upgrade 1 police office to a HQ.. Have you already got one in another province?
It's also only for shogunate clans, I see you are playing Aizu, but if you are republic you cant build it either..

Thx man, i just checked, I had captured a province already built Shinsenhumi HQ, i think thats the answer, thx again!
